Appointment of James Gordon Lowenstein of the District of Columbia to Ambassador Extraordinary and Plenipotentiary of the United States of America to Luxembourg, 26th day of May, 1977, hand signed by Jimmy Carter and hand signed by Cyrus Roberts Vance Sr., Secretary of State.
