0821----1901 McKinley Inaugural Parade postal to Chief of Police Sylvester Original postal card to Washington DC Chief of Police "Major (Richard) Sylvester" concerning permission to operate a lunch wagon during the upcoming Inauguration Parade of President McKinley. "Mrs Ball" is seeking to operate a lunch wagon on north of Pennsylvania Avenue on March 2-4. Postal is dated Feb 25, 1901 and in very good condition. Clearly addressed to Major Sylvester, who was a well known police official for many years. Please review a few research items below, which are not included with the sale of the postal. You will notice two clippings concerning lunch wagon permits, one actually appeared in the Evening Times, the same day the postal was sent by Mrs. Ball. Major Sylvester died just days after retiring in 1930. I am going to run a lunch wagon 2nd, 3rd, + 4th of March. Will I be permitted to stop on the numbered streets, north of Pa Ave. except during parade.  I would like to be on 11 St., near intersection of  ??  Saturday afternoon + night.  Will this be permissable?
