Here's a 3" by 6" mini license plate with a hole in each corner for attachment purposes. Dimensional Research mfg info with 1964 Democratic National Committee and a union bug are printed on the reverse. Very mild surface wear can be seen in reflected light. The flasher displays red and white stripes alternating with a blue background on which the continental United States can be seen; the scanned image unfortunately isn't representing the true colors as there's no purple, just vibrant red and blue with white.
