Bidding on a vintage 1928 or 1932 Herbert Hoover License Plate Topper. The embossed HOOVER plate is blue and white, and measures 12" x 3.25". The HOOVER plate is in excellent unused condition, however there is a small chip paint loss on upper right corner (see last photo).
