This is a very rare, historical document with another document on the reverse side. Both documents are hand signed by William Dougherty, who was on the forefront of the monuments construction! There are several presidential signatures signed in facsimile. These are both period documents and they are in one frame with glass presentation on both sides! 2, rare documents in one!!
